The Candidate Profile Guide was produced to assist voters in finding information
about the Candidates running in the 2026 General Local Election for the District of North Saanich.
As the School District No. 63 - Area 1 Trustees have been elected by acclamation,
this guide covers Candidates for the Office of Mayor and Councillor.
All Candidates were given the opportunity to submit a brief profile to introduce themselves to voters.
The profiles have not been edited and are arranged in alphabetical order by
last name.
The views and opinions expressed in the profiles are those of the Candidates
and do not reflect the position of the District of North Saanich.

Felice Mazzoni is an award-winning municipal planner and community leader with more than 30 years of experience turning community priorities into action. Since 2023, he has served North Saanich as Director of Planning, collaborating with North Saanich residents and facilitating the Official Community plan process to completion.
Endorsed by North Saanich Strong, Felice is committed to principled leadership, fiscal responsibility, community-led planning, housing that meets local needs, and protecting agriculture, food security and North Saanich's rural character. His career includes award-winning work in affordable housing, sustainable development, environmental protection and municipal policy.
If elected mayor, Felice will bring respectful, effective leadership to Council, base decisions on evidence and community input, explain those decisions clearly, manage public resources responsibly, and keep Municipal Hall accountable to the people it serves.
MCCLINTOCK, Jack
For more than 40 years, my career in policing, conservation, and local government has been guided by a commitment to public service, practical solutions, and community responsibility. During a 32-year career as a Police Officer and Conservation Officer, I gained firsthand experience in community safety, environmental stewardship, and responsible governance.
As I complete my third term on North Saanich Council, I remain focused on protecting the rural character, agricultural lands, natural environment, and quality of life that make North Saanich unique, while ensuring the community remains welcoming and affordable for seniors and young families.
Throughout my 12 years on Council, I have consistently supported transparency, accountability, public consultation, and open debate. I believe major decisions should be discussed publicly, informed by evidence, and shaped by meaningful community input. My approach is about building trust, finding common ground, and making fiscally responsible decisions that provide value for taxpayers.
I believe municipal government is most effective when it stays focused on local priorities. My priorities include keeping taxes affordable, delivering strong core services, protecting the character of North Saanich, fostering open government, ensuring accountability in decision-making, and strengthening relationships with neighbouring municipalities and community partners to advance shared interests through collaboration and practical solutions.

Living here for 30+ years, Jane has served on North Saanich’s Jubilee, Community Stewardship, and Healthy Living Advisory Committees and is a member of the Saanich Peninsula Pipe Band.
Her 40+ year public service career -- leading significant projects with intergovernmental (municipal, provincial, federal and First Nations) aspects -- has led her to respect the need for transparent governance.

DIBATTISTA, Phillip
I have lived on the peninsula almost my entire life, having been raised on a farm on the peninsula, so I value everything our amazing community has to offer. I live in the southeast quadrant with three generations of my family under the same roof.
I have been a police officer for almost 25 years, dedicating my career to community service. I have always been committed to our community having served on numerous boards and committees, the Community Planning Committee, the OCP Advisory Working Group and as a local hockey and lacrosse coach.
I raised my family here in North Saanich, and now, as a new grandparent, I know that we need a real and sustainable plan for the future of our community that supports what we love about our municipality and has a practical plan for our young families and seniors.

I have been proud to call North Saanich home since 2017. As a homebuilder and experienced board member, I bring practical experience, business perspective, and a commitment to responsible governance.
North Saanich is a district, not an urban centre. I believe we must protect the character that makes our community special while planning responsibly for the future.
Growth will be necessary, but it must be organic, responsible, and aligned with the values of our residents. We need sound financial management that protects taxpayers while maintaining essential services and supporting local businesses.

I'm Walter Langer. I'm lucky to have called North Saanich home for twenty years, on acreage near Horth Hill, where we're raising our two kids.
I'm a self-employed excavation contractor with a background in mechanical engineering. Much of my work is ecological restoration, repairing land and waterways here and across the Capital Region. Nine years as president of the Deep Cove Kids Club board showed me a board's job is to get things decided, not to score points.
I'll protect our farmland, nature and green-spaces while planning honestly for growth.
The province has set housing targets we don't control. Where those homes go is up to us. Targeted areas already served by sewer, water and transportation can absorb them with the least change to the rest of North Saanich. Residents have real concerns about pace and scale, and those deserve a hearing.

Stuart Mackinnon’s public life spans more than two decades of steady, principled service—an arc defined by environmental ethics, reconciliation, community building and a belief that public institutions should act with integrity.
Stuart was an elected Vancouver Park Commissioner for 11 years, including 3 years as Board Chair. He has served as a Public Library Trustee and on several boards, including VanDusen Botanical Gardens, the Wilderness Committee, and the Society Promoting Environmental Conservation.
After a 30-year teaching career, Stuart worked as a Constituency Advocate for the Hon. Jody Wilson-Raybould, MP, and Adam Olsen, MLA. He was also a member of North Saanich District’s Commission Review Working Group.

As a registered parliamentarian, strategic thinker, organization coach and evidence-based decision-maker, Kristine brings 20 years of experience working with boards, governance models and organizational development to Council. Her approach is grounded in thoughtful discussion, collaboration and finding practical solutions that serve the broader community.
Kristine has a long history of community involvement, volunteering with Girl Guides of Canada, Search and Rescue and rescuing and rehabilitating injured raptors, as well as mentoring young falconers. Born in Sidney and raising family in North Saanich, I appreciate what a special place the Saanich Peninsula is.
Educated in civil engineering, I have worked in local government for 38 years, the last 28 in managerial roles in North Saanich and currently with the Town of Sidney.
Nearing retirement, I desire to continue to be of service to the community I hold dearly in my heart.
As Chair of both the North Saanich Healthy Community Advisory Committee and Sidney Guide and Scout Hall Society, I understand the importance of volunteerism to community culture.
I have worked diligently over many years supporting local Councils, Staff, First Nations, Community Groups and Stewardship organizations, and am committed to ensure that Council decisions involving planning, spending, infrastructure and development represent the greater good of the residents of North Saanich as a rural residential, agricultural and marine based community.

A former Chartered Accountant, Greg holds a Commerce degree with distinction and brings more than 30 years of experience in finance and business. Jim Woolford is a North Saanich resident with a strong background in public service, community involvement and small business. Following a career in law enforcement, Jim and his wife, Lori, established a residential contracting business, providing him with firsthand experience in construction, planning, infrastructure and the challenges facing homeowners and local businesses.
Jim previously served as a Saanich School District 63 Trustee and has volunteered extensively with Special Olympics. His community service was recognized with the Governor General’s Caring Canadian Award.
Jim is running for Council because he cares deeply about North Saanich and its future. His priorities include protecting the community’s rural character and environment, responsible growth, fiscal accountability, improved communication with residents and transparent decision-making.
