The Corporate Services department is responsible for processing all business as it relates to the North Saanich Council as well as performing all statutory requirements as set out in the Local Government Act and the Community Charter.

The department also coordinates all local government elections and other voting opportunities; provides advice with respect to Council procedures, policies, and functions; administers and processes all requests to access information through the Freedom of Information and Protection of Privacy Act; stores and maintains all vital records of the municipality such as agreements and bylaws; executes legal documents on behalf of the District; and provides recording secretarial support for various advisory bodies.

The Corporate Services department is also responsible for all Human Resources functions for the District.

The Financial Services & Information Technology department includes both financial and information technology services.

Financial Services is responsible for long-term financial planning, annual budget development, investment management, general accounting and all statutory financial reporting. The finance team collaborates with other departments to ensure fiscal responsibility and stewardship of the District's operations and assets.

Financial Services calculates and levies property taxes, generates utility bills, and processes payments for things like licenses and permits. It is also responsible for insurance, risk management, and the City's employee payroll for approximately 60 full-time, part-time, and casual employees. 

The District's Information Technology team is responsible for all Information Technology systems, ensuring internal and external users have the appropriate technology devices, information, and applications to maximize efficiency.

The Infrastructure Services department is responsible for the design, maintenance, management and oversight of the District's parks, transportation, and public works including water, sewer, and drainage. Infrastructure Services delivers key services to the community, including the review and approval of subdivision designs to ensure construction quality as it relates to roads, water, sewer, storm drains, and access. The department is also responsible for planning and managing construction, providing guidance to maintenance crews as necessary, and issuing work orders and permits. Infrastructure Services staff also act as liaisons to other utility and service companies, such as BC Hydro, Telus, Fortis Gas, Shaw Cable, BC Transit, and Canada Post.

The Planning and Community Services department provides advice and services related to the regulation and administration of development activity and community growth. In addition to policy review and development, key department activity includes development application processing, building permits, business licensing, and bylaw enforcement. Subdivision application processing is a joint function between Planning and Community Services and Infrastructure Services. The Approving Officer role rests in Planning and Community Services.

Community Planning combines the functions of current planning and long-range policy planning to bring a comprehensive approach to addressing issues of community growth and sustainability.

Planning staff:

• Review and make recommendations to Council regarding Official Community Plan amendments, Zoning Bylaw amendments and Development Variance Permit applications
• Provide professional advice and information to help ensure that land use and development in the District is in keeping with approved bylaws and policies
• Undertake planning studies and long-range planning initiatives
• Work collaboratively with community groups, businesses, government agencies and other stakeholder groups to further the District’s Planning initiatives
