Secondary Suites and Guest Cottages

Secondary Suites

A secondary suite is a self-contained dwelling unit, with no more than two bedrooms, located entirely within a single-family residential dwelling.

Secondary suites are the second largest proportion of housing rental stock in the Capital Regional District. Allowing secondary suites is one of the most effective tools for providing affordable housing. This form of housing is low impact and integrates affordable housing into neighbourhoods. Additionally, it provides flexibility for families to age in place and have additional support from family members.

Secondary suites are permitted in the following zones:

  • Rural Agricultural Zones: RA-1, RA-2, RA-3, RA-4, RA-5, and RA-6
  • Single Family Residential Zones: R-1, R-2 and R-3
  • Comprehensive Development Zones: CD-1, CD-3, CD-4, CD-5 and CD-6

Please also refer to Section 206 of Zoning Bylaw No. 1255 for a complete listing of regulations.
