REGIONAL GROWTH STRATEGY MEDIATION PUBLIC UPDATE
The Regional Growth Strategy Dispute Resolution Mediation was held December 6 – 7, 2017. The Capital Regional District board will consider a staff report on the mediation at its January 10, 2018 meeting.

On February 2, 2017 the District of North Saanich along with six other local governments (District of Central Saanich, District of Highlands, District of Saanich, City of Colwood, Township of Esquimalt, and Town of View Royal) rejected the 2016 Regional Growth Strategy (RGS) (Bylaw 4017 “Capital Regional District Regional Growth Strategy Bylaw No. 1, 2016”) proposed by the Capital Regional District (CRD) and have now entered a dispute resolution process as directed by the Minister of Community, Sport and Cultural Development as requested by the Capital Regional Board (CRD Board). Joining the rejecting municipalities as participants are the District of Metchosin, District of Sooke, and the City of Victoria.
All municipalities must accept the RGS amending bylaw before it can be adopted. The Local Government Act (section 436) sets out requirements for municipal acceptance. The timelines, inputs, key decision points and decision-makers are set out in legislation and can be found in sections 439-441 of the Local Government Act and in the Regional Growth Strategies Regulation (BC Reg 192/98) attached to the January 20, 2017 staff report.
The Regional Growth Strategy relates to the following District of North Saanich strategic priorities:
Protect and Enhance Rural, Agricultural, Heritage, Marine and Environmental Resources
The District of North Saanich seeks to ensure there are sufficient objectives and targets with respect to reduced development pressures contained in the Regional Growth Strategy (RGS) which would strengthen the protection of rural communities and protect and represent the community’s and region’s agricultural interests in food supply and security.
The Regional Growth Strategy advances the following District of North Saanich strategic plan goals:
