At the request of the District of North Saanich Council, the Ministry of Housing and Municipal Affairs has contracted Randy Diehl of Diehl Management Services as an independent Municipal Advisor.
Mr. Diehl will provide advice and support on governance practices and the transition to an incoming Council following the October 17 local government election. His engagement will continue until December 23, 2026.
Before the election, he will work with senior staff on transition planning, preparations for the incoming Council and ways to strengthen governance tools and practices, including meeting procedures and communication protocols. After the election, he will work with senior staff and the incoming Council on practices that support effective Council operations and Council–staff communication.
The Municipal Advisor’s role is to support professional working relationships and effective Council practices. It is not an investigation or inquiry into local government matters.
Mr. Diehl will provide a report to Council at an open meeting summarizing the work completed, identifying any gaps in governance practices and outlining next steps for Council and staff to consider. The District looks forward to working with him.
