Update: October 23, 2023

Over the summer, our contractors, Five Star Paving Co Ltd. and Swing Time Distributors, worked to enhance the playground with inclusive and accessible features, such as a rubberized surface. On October 12, a Phase 3 opening ceremony was held with a sizeable turnout. The completion of Phase 3 represents the final phase of the Jubilee Park Master Plan Development.

During the Regular Meeting of Council held on June 19, 2023, Council gave its approval to award the Jubilee Park Site Preparation Contract to Five Star Paving Co. Ltd at a total tender

Update: June 23, 2023

During the Regular Meeting of Council held on June 19, 2023, Council gave its approval to award the Jubilee Park Site Preparation Contract to Five Star Paving Co. Ltd at a total tender bid of $137,075.59 (excluding GST). Ground construction will begin this summer, with the rubber surfacing and playground installation completed in the fall.


Update: April 28, 2023

During the Regular Meeting of Council held on April 24, Council approved the procurement and implementation of rubber surfacing for the phase three playground area. Funding of $120,000 for the rubber flooring will come from the Growing Communities Fund. Ground construction will begin in early spring, with the rubber surfacing and playground installation completed by late summer or early fall.


Update: March 22, 2023

At the March 20, 2023, Regular Meeting of Council, Council passed a motion to award the contract for Jubilee Park playground equipment to Swing Time Distributors Ltd. Council has requested staff present cost options for rubber surfacing to consider at a future Council meeting. Final construction is still expected to be completed by the fall of 2023.


Update: February 2, 2023

At the January 30, 2023, Regular Meeting of Council, the results of the public engagement survey for the next phase of Jubilee Park was presented to Council, and Council passed a motion to endorse the playground equipment procurement plan. Of the 187 who participated in the survey, 118 (63.1%) chose Option 2. The project team will now contact the three vendors who initially submitted to this project to provide bids for the final project based on the preferred design.

Once the successful proponent is awarded the contract, we plan on beginning with the ground preparation, with the final construction expected to be complete by the fall of 2023.



Update: December 21, 2022

Thank you to everyone who participated in the survey for the next phase of Jubilee Park! Our project team is reviewing your feedback, and we will report back in January. Your input is appreciated, and we look forward to bringing some exciting new additions to Jubilee Park in 2023!



Have your say in the future of Jubilee Park! This is your community park, and we would like your input. The Jubilee Park Playground first opened in 2016, and the District of North Saanich continues to make enhancements and add new features. Jubilee Park Playground has become a popular destination for many kids and families, and for adults who use it as a starting point for runs or a gathering place for workouts.

Earlier this year, Council approved $250,000 towards the final phase of upgrades. We have worked within this budget to present concepts that include options that are inclusive and diverse, promoting a multi-faceted, sensory-rich play space for all.
