In May, 2011 the District received an application from the owners of the Sandown Racetrack to exclude from the ALR and rezone 12 acres of the 95 acre site for commercial usage. A key part of the proposal is that the owners will transfer the remaining 83 acres of the property to the Municipality for agricultural purposes. The 12 acres excluded from the ALR for the commercial development are to be replaced by 12 acres of municipal land for inclusion in the ALR. The result is no net loss of ALR land within the District.

In 2011 the ALC granted conditional approval to the proposed application. In 2014 the property was rezoned and the proponent entered into a phased development agreement with North Saanich.

The developer is currently working to meet the conditions of the ALC and the phased development agreement.
