Below is a synopsis of what the Cloake Hill / Horth Hill Neighbourhood offers North Saanich residents and what the Parks Commission recommendations for improvements are. For detailed findings and recommendations please review the full 2010 Cloake Hill / Horth Hill Neighbourhood Inventory Report. Please note that although the narratives are complete in the report, some of the tables and maps may not be at this time. This deficiency is being remedied.

Neighbourhood Summary

The Cloake Hill / Horth Hill Neighbourhood is mainly a residential area with no commercial development (although the western portion shares the commercial area on West Saanich Road). Of all District neighbourhoods it is  best endowed with amenities offering “green experience”: 8 natural parks totaling 46.7 ha, including the 37 ha Horth Hill Regional Park: 13.7 km of trails within the neighbourhood  with a further 4.6 km accessible in the adjacent Deep Cove and MacDonald Park / Curteis Point Neighbourhoods; 4 developed  and 6 unopened beach accesses, none of them favourable for swimming or kayaking.  The Wain Park sports field in Deep Cove and Blue Heron Park and the grounds of Parkland School in the Macdonald Park / Curteis Point neighbourhood are accessible to nearby Cloake Hill / Horth Hill residents.  There is a well-equipped playground at Deep  Cove School. Lands End Road  and Tatlow Road are popular with cyclists and there are many challenging climbs on the flanks of Cloake and Horth Hills.

Recommendations Summary

Recommendations for improvements include opening several of the undeveloped beach accesses, in particular with the intention of establishing a “circular “ walking route that includes a stretch of beach between two beach accesses;

 • The unopened Quatsino Park and trail leading to the small, also unopened, parks on the summit of Cloake Hill have potential to become a destination trail – viewpoint – park complex.
